RAWR! Enough changes! The IP system is fine the way I see it, and steel and oil can always be used for trade to get IP if you really need more. Plus, steel and oil income is pretty slow anyway, so I doubt we'll be sitting around with just tons of it to play around with.
As for ideologies, I don't have a major problem with the way they are already. After all, what you're suggesting would essentially just make them Traits, no fundamentally different from things like Conscript Army and Civil Liberties. Having them center on constructs and security gives them a unique function that no other category fills.
